In a large heavy frying pan, bring the milk, cream, and shredded carrots to a boil over medium-high heat, stirring occasionally to prevent the milk from burning. Once it boils, reduce the heat to medium and cook for about 25 minutes, until the mixture becomes a lumpy dough, stirring occasionally and scraping the sides. In the last ten minutes, stir continuously to avoid burning.

Add sugar, making the mixture soft, and cook for about 10 minutes, stirring continuously until the mixture reaches a soft dough consistency. Add butter and cardamom, and keep stirring for another 4 minutes until the mixture is very lumpy. Transfer the mixture to a greased plate, pressing it firmly into a square shape about 1/2 inch high. Let the burfi sit for at least two hours before slicing into 1-1/2 inch squares. Garnish each piece with a cashew in the center.
